There are as many opinions on this as there are GW players.

If it's your first character through, I would make sure you've tried out all the secondaries (this unlocks the skills for free that you would have to pay for later on if you missed them).

Then, once you lock down your secondary, again make sure you've done all the quests for more skill unlocking and experience. (Yes, I do believe there are more secondary quests after you lock it in, but I am not 100% sure)

On my first character I actually also got all the collector armor (it's free and has a better armor rating) so I didn't need to spend all my money on new armor right away but it's not absolutely needed.

I think the average Level is around 9 or 10 for most people who leave pre-searing with all quests done.
